Update I got it to to work. I had to uninstall the game, sign out of the Xbox app. Uninstall the app. Restart PC, reinstall Xbox app. Sign in, install AOE 4 WITH the 4K video pack, and launch the game directly rather than through the Xbox app. It has since been working, hope this helps someone.
